I hope you are staying cool this August! As many of us prepare for new routines and the excitement of fresh starts, my focus remains on building a stronger future for Illinois.

The Fiscal Year 2026 budget, now in effect, marks the seventh consecutive year of a balanced budget. This comprehensive plan makes significant new investments in education, healthcare, and economic development, all while maintaining a fiscally healthy and compassionate approach. Here’s the breakdown:

Fiscal Responsibility and Revenue:

  • The balanced budget projects an estimated $217 million surplus in revenue.
  • It continues to prioritize fiscal responsibility, with planned deposits into the Budget Stabilization Fund (“rainy-day” fund), projected to reach $2.5 billion by the end of FY26. A new $100 million “bridge” reserve fund is also created for short-term emergencies.
  • It also includes measures to address pension liabilities, with full payment of the certified pension contribution and additional funds allocated for Tier 2 pension adjustments and buyout programs.

Education:

  • Significant investments in early childhood education through “Smart Start Illinois,” including funding for workforce compensation grants, quality contracts, and the Early Childhood Block Grant.
  • A $307 million increase for the K-12 Evidence-Based Funding (EBF) formula.
  • Increased funding for the Monetary Award Program (MAP) for higher education scholarships.
  • Around a 3% increase in operating funds for public universities and community colleges.

Healthcare and Human Services:

  • Major funding for “Home Illinois” to address homelessness, including initiatives for shelters, supportive housing, and prevention services.
  • Increased funding for the Child Care Assistance Program (CCAP) to support more children and provide rate increases for providers.
  • Investments in mental health and substance use treatment.
  • Funding for the Medical Debt Relief Pilot Program.
  • Continued support for reproductive health initiatives.
  • Increased wages for direct support professionals working with individuals with developmental disabilities and for workers in the Department on Aging’s Community Care Program.

Economic Development and Infrastructure:

  • Funding for various economic development programs, including the Fast Track Grant Program, Employer Training and Investment Program (ETIP), and site readiness grants.
  • Continued investment in the Rebuild Illinois capital plan, including significant allocations for road and bridge construction.

Public Safety:

  • Continued prioritization of gun violence reduction programs through the Reimagine Public Safety Act.
  • Funding for the Restore, Reinvest, and Renew (R3) Program which aims to reinvesting cannabis tax revenue into communities disproportionately impacted by past cannabis laws, violence, and economic disinvestment.
  • Support for local law enforcement agencies and diversion programs.

Back-To-School Supplies Drive for DCFS Youth in Care

In partnership with Senator Feigenholtz, Alderman Lawson, and the Illinois Department of Children and Family Services (DCFS), we are hosting a Back-to-School Supplies Drive to support youth in DCFS care. The community is invited to donate the items above to help ensure that every student has the tools they need for a successful school year. Chicago Women in Trades

Thank you to the Chicago Women in Trades (CWIT) for having my team and me at their facility. It was great learning more about their hands-on training programs and dedicated advocacy to support women in the trades. To learn more about their mission, click here.

South East Lake View Neighbors

I spoke at the South East Lake View Neighbors July meeting. We discussed the FY26 Budget and I gave updates on transportation reform and funding. It was great catching up with members and thank you so much for having me.

North Dearborn Association’s 65th Garden Walk

My team volunteered as garden greeters at the North Dearborn Association’s (NDA) 65th Garden Walk. They had a wonderful time chatting with all of you and visiting all the different homes in the Gold Coast Neighborhood.


Government Updates

The Cook County Board of Review

The Cook County Board of Review has officially opened the 2025 tax year session for appeals. Property owners may Pre-File an appeal of their 2025 property taxes with the Cook County Board of Review now, OR you can wait until the Assessor has finalized the property value and then file an appeal when your township’s 30-day appeal period opens.

You will be notified when your township is open for appeals. You are not required to submit comparable properties as evidence with your appeal. The Board of Review will provide the latest and most accurate data to substantiate your appeal.

Kennedy Expressway Bridge Rehabilitation Project

Rehabilitation work on the Kennedy Expressways has several ramp closures that are coming up including:

  • Outbound Kennedy to Augusta Boulevard/Milwaukee Avenue, anticipated to reopen mid-October.
  • North Avenue (Illinois 64) to outbound Kennedy, anticipated to reopen early September.
  • Outbound Kennedy to Armitage Avenue, anticipated to reopen early September.
  • Fullerton Avenue to outbound Kennedy, anticipated to reopen mid-August.
  • Outbound Kennedy to Kimball Avenue, anticipated to reopen mid-August.

This is in addition to the ramps that are currently closed at Keeler and Kostner; both due to open in early September.


Grant Opportunities

Illinois Department of Commerce and Economic Opportunity

The Illinois Department of Commerce and Economic Opportunity has a variety of grants available:

The Clean Energy Career Pathway Program will provide funding directly to eligible recipients to support the planning and implementation of a Clean Energy Career Pathway. Programs will include coursework, field experiences, and work-based learning designed to prepare students for entrance into careers focusing on electric vehicles. This funding opportunity seeks qualified, eligible public or private educational institutions at the secondary and post-secondary level that will work with the Local Workforce Innovation Areas and employers to recruit students into clean energy fields and create pathways encompassing technical and employability skills with dual credit options. The deadline to apply for this grant is September 30th by 11:59pm CST, and rewards range from $250,000 – $750,000. For more details contact John Barr at john.w.barr@illinois.gov or click here.

The Community Solar Energy Sovereignty Grant Program will provide funding to support the development of community solar projects to promote community ownership and energy sovereignty. The program provides capital on solar and renewable energy projects for individuals, businesses, nonprofits, and other groups. The Department prioritizes funding for projects that demonstrate direct and tangible benefits to the local community. The deadline to apply for this grant is December 31st by 5pm CST and rewards range from $50,000 – $1,000,000. For more details contact Matthew Swaine at Matthew.Swaine@Illinois.gov or click here.

The Illinois Clean Energy Contractor Incubator Program supports initiatives that nurture clean energy contractors and businesses in the state. It will provide resources, mentorship, and training to help these contractors thrive in the grown clean energy sector while contributing to Illinois’ sustainability goals. There is no specified end date for this grant. Northalsted Market Days

Northalsted Market Days is a weekend-long, live music street festival taking place August 8th – 10th, celebrating community in Chicago’s landmark Northalsted/Lakeview neighborhood. The festival is free, but donations are suggested to support non-profits & community programs like the Chicago Pride Crosswalks. The festival will open on Friday at 5:00pm, and will run Saturday and Sunday 11:00am – 10:00pm. To learn more, click here.

National Night Out

Join the 19th Police District for their National Night Out on August 5th, 2025 at Hamlin Park (3035 N. Hoyne). National Night Out is a nationwide positive loitering event that brings the community and law enforcement officials together for a fun evening of entertainment, games, free food, and community building. Dog Days of Summer

Dog Days of Summer will be held on Thursday August 7th, from 5:30-7:30pm at the Lincoln Common Plaza. The event includes treats, giveaways, agility courses, and food & drinks courtesy of several community partners. To learn more, click here.

Bike the 2nd Ward

Join the 2nd Ward for their Annual Bike the Ward event starting at SPF Chicago (2121 N Clybourn Ave). This event is perfect for all cycling enthusiasts, whether you’re a beginner or a seasoned rider. PAWS Shoutout

We have a PAWS shoutout for August: Meet Macchiato!

Macchiato is an adorable young pup who’s ready to enjoy his forever home. Macchiato already knows sit and down and has his paws crossed for a family who will continue his training. Macchiato is still working to take it all calmly and would love a calm and patient adopter to help him. He’s a super sweet young dog who can’t wait to let his personality shine!
